No, AIQ counseling provides admission to only government and deemed universities. State counseling allows admission into private colleges.
There is no particular time schedule which is stated on the official website. However, you must do it within the given deadline.

With reference to your above mentioned query, i would like to tell you that there is no disadvantage of being a non-local. The only disadvantage that you can get is in the reservation of the allottment of the colleges as you do not belong to the Andra pradesh region. You'll be considered as student of other state quota and other state quota students have less reservation as compared to home state quota candidates.

Your registration on the Medical Counseling Committee, MCC website will be valid till 2nd round of Counseling only.
If you don't get colleges till 2nd round of Counseling, you will have to register yourself again for the MOPUP rounds.

But the cut off varies every year so maybe you'll get the admission because cut off depends upon various numbers of factors such as the difficulty level of exams, no of candidates, etc. But the cut off for the reserved category is comparatively low than the cut off of unreserved category.

The schedule for TS NEET 2021 counselling is not yet declared. Kaloji Narayana Rao University of Health Sciences (KNRUHS), Warangal is the authority responsible for conducting the Telangana MBBS 2021 counselling for the eligible applicants. The authority will conduct the counselling of Telangana NEET on the basis of obtained scores in NEET. It is expected that the authorities will soon release the schedule for the counselling. KNRUHS has released the data of candidates who have uploaded as candidate from Telangana State in the application to NTA. For Telangana MBBS admission 2021, there will be two rounds of counselling and if required a mop-up round will be conducted by the authorities.
