First we need to look at NEET UG 2020 85% State Quota Cut off for admission in a Government MBBS College in Telangana (via BC-A Category) -
Since cut off varies from year to year (as it depends on difficulty level of question paper, number of candidates, number of newly opened colleges), a safe score (for this year) would be 470+ to get a Government MBBS Seat in Telangana (via BC-A Category). Hence with a score of 403, it is difficult to get an MBBS Seat.
However, there are certain Private Medical Colleges in Telangana where you have chances to get a seat with your score. Yes, you will be getting Telangana government medical colleges as well and also deemed universities of Telangana in all india counselling as they participate in all india counselling.
But,
I would not suggest you to fill government medical colleges of Telangana in all India counselling
this is because,
in 15% all India counselling, the cut off goes higher but as you are domicile of Telangana ,you have the choice to participate in 85% state quota Telangana counselling in which cutoff goes lower so you can participate in it and Grab a seat. For deemed universities , you can fill colleges of your choice in all India counselling as they don't participate in state counselling

--------------) All India counselling by mcc /dghs :- it is conducted by DGHS on behalf of MCC. It is done for
******15% AIQ seats :- All the neet qualified students are eligible for 15% all India quota except for Jammu and Kashmir candidates as Jammu and Kashmir doesn't participate in all India counselling. If jammu and Kashmir students wants to participate in all india counselling then they will have to fill self declaration while filling the neet application formafter which they won't be eligible for Jammu and Kashmir state quota seats /counselling.

******Central Universities (Delhi University, AMU & BHU including Institutional/ DomicileQuota),
******100% ESIC, AFMC (only Registration Part) & I.P University (VMMC & SJHAND ABVIMS & RML & ESIC Dental, Delhi (15% AIQ + 85% Institutional Quota )

In all india counselling, private medical colleges don't participate. Only government medical colleges participate and deemed universities and in deemed universities there's no government quota seats.
It is difficult to make prediction as cut off keeps changing every year depending upon various factors like
