------- According to previous year data for State COUNSELING, last candidate from General Category to get MBBS seat in Vijayanagara Institute of Medical Sciences had AIR around 17,451 and marks 603.
------ So, if we consider this data, then cut off for OBC Category Candidate is definitely going to be less than General Category Candidate. So you can expect it to be around 10-12 marks less than General Category Candidate. So you can expect seat in the college by 3rd Round of Counseling.

No NEET UG 2022 is not going to be postponed anymore and it will be conducted as per the schedule i.e. on July 17th, 2022 and also, Admit cards for the same will be released tentatively by July 11th, 2022.
Also if there will be any postponement then National Testing Agency would notify prior to the examination and till now there is no any such notification for postponement of NEET UG 2022.

If we look at the previous year's cut off for the EWS category for Rajasthan's state quota, it was 592 marks for the EWS MALE category and the college allotted was Government Medical College, Dungarpur. Since your score is near to the cut off score of previous year, you might have a chance of getting a seat in a government college of your state. However since the results aren't out yet, it is difficult to predict anything.
Based on your score you have a chance of getting the following government colleges in Andhra Pradesh-
Government Medical College, Srikakulum
Sri Venkateshwara Medical College, Tirupati
Siddartha Medical College, Vijayawada
Please note that the cut-off varies every year depending on various factors such as the category of the student, number of students attempting the paper, number of newly opened colleges etc.

You have not mentioned your category which would have been a clear indicator of what your chances might be. Assuming you are general, your chances at a Government medical college are unlikely. However, the marks can get you one of the good private medical colleges. Also if you are not from the unreserved category then you have chances for a government college if you’re from SC or ST category.
If we look at the previous year's marks versus rank, then a score of 650 would fetch a rank of around 4100. However, there is no official information on the Punjab state marks versus rank.
At this score, you have a very good chance of getting a government medical college.

Following is the cut off for various government medical colleges for the general category-
Government Medical College, Shivpuri- 599
Pt. Raghunath Murmu Medical College, Baripada- 598
Soban Singh Jeena Government Institute of Medical Sciences, Uttarakhand- 599
Government Medical College, Barmer- 599
In UP state, the last seat was allotted to the candidate who scored 601 marks and the college allotted was Government Medical College, Ghazipur and in Haryana (your domiciled state), it was 602 marks.
The cut off score rarely goes below 597 marks in All India Quota, so you have less chances in both, of getting a government medical college, However, you have good chances of getting private and deemed medical colleges.

Keeping in mind the ever increasing competition, it is next to impossible to get a government mbbs or bds by these marks in 2022.
You can surely go for BAMS, BHMS, OR B.UMS.
Although chances of bams are a bit low, but you surely will get b.h.m.s or b.u.m.s in west bengal by these marks.

I hope you are talking about IMS-BHU Varanasi, it is topmost medical college in state of Uttar Pradesh, it's counseling is conducted through AIQ counseling as it's come under central university.
It's cut off marks goes very high as it's come under top ten medical college all over India according to latest NIRF ranking.
As of now the scorecard and rank card haven't been declared so saying anything confirm is very difficult.
Although cut off marks IMS BHU VARANASI in NEET 2021 was as follows
Gen- AIR 974 and 679 marks
EWS - AIR 1516 and 671 marks
By seeing your marks it will be difficult for you to get this college in your category as 10 marks can make difference of 2k ranks almost. You will have only chance if NEET rank remain below 1.5k at your expected marks.

400 is a good marks
With a score of 400 in the NEET Exam, you can get an MBBS seat, However, you need 400+ marks to get admission into a government medical college. As per the updated NEET exam pattern 2021, the total number of questions is going to be 200 out of which candidates need to answer 180 questions
the mars between 400 to 500 the candidate rank will be somewhere between 20000 to 12000.
this year its difficult to apply for any government college for medical study the 440+ rank should have a chance that you get a medical government College but you can go for private medical colleges for MBBS.
