The cutoff given by MCC is the lowest mark or rank that a student needs to have to be eligible for admission in the respective colleges. The cutoffs remain the same, although there are 3 rounds of counselings to given every eligible person a fair chance at getting admission.

There are many medical colleges that have reservation for the Muslim Minorities. There are no universal guidelines released by NEET for fee concession, but every university has their own guidelines.
These universities may offer seats' reservation, or fee concession. This depends on the eligibility criteria set by the universities. so if you fulfil all the check points, you might be eligible.

For SC/ST/OBC category 40th is the qualifying percentile and 146-113 is the minimum marks needed .It is right now difficult to say the closing marks for round 1 as they will only release the rank list . And today the provisional result list for round 1 has been released in the official website mcc.nic.in. (https://mcc.nic.in/UGCounselling/) , you may go through that to know about the ranks and other details category wise . However according to the list 816110 was the last rank for OBC and 811773 for OBC PwD.

So, to answer your question , Yes, you will definitely get back the security deposit money that you have paid i.e Rs. 30,000 , back if you don't get allotted a seat in any of the colleges. The money will be refunded back to the same bank account through which you paid the money and in the same method of payment that you used to pay the money.

No, NEET candidates are not required to submit gap year certificates , neither at the time of All India Quota (AIQ) counselling or State Quota counselling

Dear candidate!
In case, candidate is not allotted any seat in all rounds of counselling including stray vacancy round, the fee will be refunded in the account provided by the candidate at the time of registration . Security fee will be refunded only after the completion of counseling .
