If you did not get the seat in any college then you will be automatically moved to second round counselling and if you got the seat and did not reported in the respective college then your amount will be seized . Else you will get the money back after all rounds of counselling

Yes you have full right to apply for All India Quota and State wise quota for NEET admission for medical colleges for same state. The only thing is you have to have domicile of that state.
