No, It depends on whether you got a seat or not . If you did not get the seat in any college then you will be automatically moved to second round counselling and if you got the seat and did not reported in the respective college then your amount will be seized . Else you will get the money back after all rounds of counselling
Yes absolutely you can do registration and choice filling from your own desktop/laptop also. Also it can be done at cyber centers/cafe but it is recommended and quite safe if done from own laptop or desktop. For candidates who intend to complete the registration procedure from their cellphones, it is advisable that the browser is updated to the current version.

Yes you can apply in the mop up round of All India Counselling as well as the 2nd Round of State Counselling in UP. As long as you do not get a seat in (and you take a seat) in All India Counselling you are not barred from participating in the State Counselling. Yes you have full right to apply for All India Quota and State wise quota for NEET admission for medical colleges for same state. The only thing is you have to have domicile of that state.
