You may have read the notice wrong because in the NEP 2020, it is nowhere mentioned that private candidates cannot appear for NEET.
The eligibility criteria for NEET is that the candidate must have passed Class 10 or equivalent with at least 60% aggregate marks and be appearing for Class 12 or have passed Class 12 with Physics, Chemistry, and Biology as compulsory subjects. That's it. Nothing has been mentioned about the Board of Examination. You can appear for NEET despite being a private candidate.

Yes you can appear for neet from any state in India. Anyone can write neet from his outside home state
But this will not ensure you to be eligible for getting state quota seat from punjab .
While filling Thr neet application form filling your current address and Examination center city where you want to write your exam.

No, it won't cause any problem as you will be a fresh applicant for this year. If you have all the documents related to category then you can apply for the same as it will be again verified at the time of counselling.
Marks is being considered for the eligibility part. It does not have any role in counselling, but to become eligible in NEET exam you need to score 50% in Class 12th which includes both theory and practical as per the guidelines issued by NTA.
If you are willing to take admission in veterinary college without appearing NEET then the eligibility is that the student must have passed 10+2 with 50% in PCB and the duration of the course is 5years. The colleges that takes admission without NEET is Junagadh Agricultural University- Junagadh, Odisha University of Agricultural Technology- Bhubaneshwar, etc. For more details you can check the latest article .

So as per your question, NO there won't be any problem during the counselling. However, you need to carry all the necessary documents required for the same, these include your regular passing certificate and NIOS improvement exam certificate.
