After you have opted for free exit in the first round, all the process is just the same. You can apply for the second round and do your choice filling same way as you did previously for the first round. Note that, once you confirm the allotted seat in the second round, you cannot resign it and also you will not be allowed to participate for the state counselling rounds.

In 2017, under State Quota, a score of 545 marks secured a seat in IGMC, Shimla under General Category. Unfortunately, we do not have 2019 data with us, But with a score of 580, you do have decent chances for a seat in this Colleges

It looks difficult for you to get into government medical colleges based on the previous year cutoffs for MBBS. But the cutoffs do vary every year and it depends upon the number of candidates appearing for the exam, the difficulty level of the question paper, total seats available.

See if you want to appear only in state counselling then DMER, Mumbai is the only competent authority for it and there is no need to register yourselves for MCC All India Counselling. Directorate of Medical Education and Research (DMER), Mumbai is responsible for state quota counselling for MBBS/BDS through NEET score in medical colleges of Mumbai. Dates are expected to release anytime within few days.

For physics - used to solve arihant previous yr (10yr) question ppr.And its each derivation is also imp. for board exam and entrance exam too.
For chemistry- i don't know the reference book name. But still i think its ncert question is more than enough to score more than 90+. I solved each question of ncert approx 4–5 times and got 94.
For biology- I will prefer ncert book and oswal question. Bank book and focus more on ecology and microbes in human welfare .
And try to do more and more logical type question because its increase your efficiency to analyse more.
And also try to do more and more short type question approx 40 for each chapter.

I can understand that this year despite of scoring such a high score you get such a rank but this shows that how much the competetion is rising and also the cutoff is going to rise so much high .
