No, NEET AIQ Counselling 2021 is not yet started. As of now the official notification is not yet released. Medical Counselling Committee (MCC) on behalf of the Directorate General of Health Services (DGHS) will conduct the NEET 2021 All India counselling for admission in 15% All India Quota (AIQ), all deemed/central universities, ESIC/AFMS institutes, AIIMS and JIPMER colleges.. The registration process will start anytime soon. So check for the updates from time to time. The counselling process is as follows

At your expected marks there are very less chance that you will get Gandhi medical College through state counseling of telengana.
In NEET 2019, Gandhi medical College cut off marks for SC category candidate was Air 59252 and 484 marks.
so it's literally hard to get you this college at your expected marks.

It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.

For example,
in neet 2020, 572 marks for general category was the lowest mark to get an mbbs seat in Government Medical College, under Maharashtra State quota and it was for Government Medical College, Gondia

With 360 marks you can get a good bams private college. For government colleges you should score more than 450.But you can try for some colleges with low cut off till last round. If you're general category it's hard for you to get government colleges.

NEET 2021 counselling dates will be announced soon for admission to MBBS, BDS, AYUSH, BVSc & AH and BSc Nursing courses. To register for NEET counselling 2021 first round, aspirants need to enter their personal, academic, NEET-UG, contact and other details. Students need to pay their NEET 2021 counselling registration fee online mode. During the MCC NEET counselling 2021, aspirants need to fill the choices of colleges as well as courses for admission.
