Your score is not enough to get any government medical college in Uttar Pradesh, you need minimum 630+ for the safe side to find any government mbbs seat in Uttar pradesh as a general category student, you may get if you are lucky enough because sometimes cutoffs falls below 600 in some of the college.

See,as of now it's very difficult to predict the exact cut-offs as they keep changing every year depending on various factors like no. of students appeared, difficulty level of the question paper ,seat matrix and overall performance of the students . But we can have an idea of your probability of getting selected into your desired medical college based on previous year's cutoff scores and ranks through State quota .
Maharaja Agrasen Medical College ,Agroha,Hisar is a semi-government college in Hisar,Haryana .
As per NEET 2020 cutoffs it doesn't seem possible that you'll be able to get a seat in the college with an AIR of 38.5K despite having EWS category.
For EWS category ,in 2020 the cutoff score for the college was 614 and a closing AIR of about 15K .
