Since you haven't mentioned your category, I'm assuming it to be general, going by last year state cut-offs for UR with AIR 157171 chances for GMC is quite tough, and so is government quota in private medical colleges though there are possibilities of management quota in the private medical colleges as follows-
however, this is completely based on previous year data, cut-offs are subjected to alter every year based on various factors such as
total number of candidates appearing for the exam
difficulty level of the paper
top NEET scores
reservation
seat matrix, etc..

As a PCB student, you are eligible to register for JEE Main. Appearing does not pose any legal ramifications. You will be deemed ineligible for JOSAA counselling at this point. Why, on the other hand, would you waste your time, energy, and money by taking a test that will be of no value to you? You are needlessly increasing the number of people in the room. When preparing for medical school, focus on NEET, AIIMS, and JIPMER; if you wish to pursue a bachelor's degree, concentrate on board exams. If you want to experience what it is like to take a genuine exam, enrol in a test series offered by any tutoring centre.

Hope you are doing well . See it's very difficult to predict the exact cut-offs as of now as they keep changing every year according to different factors like no. of students appeared in the exam, papee difficulty,seat matrix and overall performance of the students that year . But we can have a rough idea of your chances of getting a government medical seat based on last year cut-offs because in 2021 also ,cut-offs are expected to be somewhat similar to last year's.
So ,in 2020 the closing AIR in Punjab through the state quota counselling for SC category was 134533 and the cut-off marks were 447 . Hence it seems a bit difficult for you to get a government medical seat through State quota counselling .
It is advisable that you do participate in your state's counselling once it commences but if you are thinking of taking a drop ,go ahead and start your preparation as there's not much time left for NEET 2022 . There's a high probability that it'll happen in May itself .

I hope you are doing well and good. For the SC category the qualifying marks in NEET 2019 are 133-107. Here you have no chances of getting the govt. college nither in medical nor in the dental. The maximum rank for SC category for medical govt. college is 54856 through All India Quota with marks 432 and in Dental college the maximum rank is 76854 with 401 marks. So unfortunately you will not be able to get any govt. seat and you have to go for the private institute only. Firstly, let me tell you that each and every year the cut - off get changes depending upon many factors. This year lots of candidate had appeared for the NEET examination making the competition a bit more harder. Secondly for getting seat in any of the Govt. Medical College you must score at least 50 percentile (720 -136) for open category and 40 percentile ( 137 - 108 ) for OBC/SC/ST category.

Based on your marks, your overall percentile ends up around 97.54 - 98.04 and your AIR may end up somewhere around 34510 - 45660 considering difficulty of the paper to be moderate. Your profile says you come from Uttar Pradesh so, you are eligible for taking part in UP State Counselling.
Based on your expected marks, it is less likely for you to get admission at top Government or Private medical colleges (under Government quota) in both New Delhi and Uttar Pradesh.
