However, I recommend that you appear for the second attempt of JEE Main in April 2024, since you could prepare more, improve your score, and then get opportunity for admissions in top colleges like NITs and IIITs.

Talking about the scope of admission based on this percentile, then you have chances in some colleges like Ghani Khan Choudhury Institute of Engineering And Technology, Malda, Tezpur University, Sant Longowal Institute of Engineering and Technology, etc. You may also get through in Central Institute of Technology Kokrajhar.
If you’re aiming for top NITs and top core branches, then I suggest that you can give to second attempt to improve your overall score.
Based on your percentile, it will be difficult to get colleges like NITs and IIITs or any college through JoSAA Counselling for that matte. I suggest that you appear for the second attempt to improve your score and get chances of admission into better colleges.
I had the same issue and I had called the NTA and they said that in the box where you fill school/college name and address, just put only the name of school/college. I tried that and I was able to submit mine today.

You may have read the notice wrong because in the NEP 2020, it is nowhere mentioned that private candidates cannot appear for NEET.
The eligibility criteria for NEET is that the candidate must have passed Class 10 or equivalent with at least 60% aggregate marks and be appearing for Class 12 or have passed Class 12 with Physics, Chemistry, and Biology as compulsory subjects. That's it. Nothing has been mentioned about the Board of Examination. You can appear for NEET despite being a private candidate.
