Dear, here is the eligibility criteria for ONGC
Candidate must have a bachelor degree, he/she required to secure a minimum of 60% marks in qualifying examination. Age Limit: Date of Birth as recorded in the Matriculation / Secondary Examination Certificate only will be accepted by the Commission for determining the age.

Unless stated by the ONGC, you do not have to pay the counselling amount of 50,000 as you are not going to appear for the counselling in the first place. So, technically there will never come a time when you will be prompted to pay this amount.
It is the rank of CLAT of a year that matters and that rank will remain with you whether or not you pay the amount.
COming to ONGC, you should keep yourself updated about that and fill its recruitment application form. You will have to apply to ONGC as per the process to be uploaded at ongcindia.com with the relevant link. You can also check the careers360 link given below to check the same:

If GATE rank is less than 100, most probably you will get a interview call from these companies.
If GATE rank is less than 30, 99% you are selected to these companies.
If GATE rank is less than 10, 100% you are selected.
For OBS or SC/ST
If GATE rank is around 50, 99% they are selected.
There are situations where even with GATE 1000 rank also got selected.

Will suggest you to check all the parameters of GATE 2019 eligibility criteria and also for ONGC. If you are eligible, appear in GATE and apply for ONGC.

No as they have specified Mechanical only so you must be a graduate in Mechanical Engineering.

Actually graduate engineers are exempt from this as this is for diploma holders but it is asked by some companies. This is generally issued by the Govt and differs from state to state. However, you could ask the ONGC HR which ones are valid and what they are looking for.
