generally master of science course in usa is 2 years, the eligibility criteria for ms in petroleum engineering is , candidates must have bachelors degree in relevant engineering discipline like b.e / b.tech preferably in chemical engineering/ petroleum engineering. candidates have to appear in language proficiency exams like ielts/ toefel requires by the particular university. also candidates have letter of recommendation, statement of purpose, if there is any project work related with the petroleum engineering or have research papers on while perusing ug course has an added advantage.

Definitely you must prepare for JEE Mains, but also do give effort to feat JEE Advanced. IIT ISM Dhanbad is by far the best Institute for Petroleum Engineering in India for B.Tech. The Institute has excellent infrastructure, faculty and research facilities and enjoys a strong employer outlook with Top Companies like Halliburton, Rio Tinto, Shell, ExxonMobil, ONGC, IOCL, BPCL recruiting from Campus.
In case, you do not clear JEE Advanced, you must follow what you have decided. A B.Tech in Chemical from some of the Top NITs or GFTIs or Excellent State Engineering Institutes followed by a M.Tech in Petroleum from some of the Higher Technical Institutes in India like IIT Bombay, IIT Kharagpur and so on.

Yes you can try that but there's obviously enough of differences between the two examinations. So you need to study a bit extra and even more for CET too while preparing for CAT examination. CAT exam will get you admission into MBA courses.

No there is nothing like spot round mainly the vacant seats where filled from csab. There are two type of counselling from jee main the first one is
Jossa and the second one is csab Special round registration, choice filling for NITs, IIITs and GFTIs . Candidates who have qualified JEE Mains and have not participated in JoSAA counselling or were not allotted a seat in JoSAA can participate in the CSAB special round counselling.
There is nothing like spot round.
