There are several entrance exam held for bpt here is link attached https://dqxeclau.top/courses/bpt-bachelor-of-physiotherapy without neet you can get admission in bpt just make sure in mind that you are above 17 and +2 with science and a minimum of 50 percentile in all subjects, but to avail benefits of pmsss you have to qualify any entrance exam held by state/central government.

At the Pune technical center only Army service / retired wards are eligible to apply for AIT admission. Children from other categories, i.e. those who are not military wards, can be considered for admission only after looking at wards for military personnel. Usually there are more than 4000 applications received annually from War wards. So when we compare the number of seats available with the application for seats it becomes very difficult to have a chance to get a seat for non-public students.

Kindly mention which field are you from as your percentage is good but that depends on your field. For medical, you need to give NEET examination for taking admission into medical courses. For non medical,  you need to give JEE MAINS if you want to pursue engineering courses and likewise,  commerce courses have their own criteria.

No, you cannot apply for this scholarship. As per the eligibility criteria, students pursuing first professional degree program are eligible for this scholarship so don't need to have any certification for dropping.

As for education, you Must have passed 10+2 examination from J&K Board or CBSE school located in J&K in that year only in which you are taking the scholarship.
