As you didn't mentioned your rank or anything related this but only percentage so from my view you can go to banglore as delhi colleges are totally based on merit in entrance exam and Chandigarh is not a suitable place in comparison to banglore in form of placement.So, you go for banglore.Here are some colleges you can go through with -

In Banglore try RV College, MS Ramaiagh College these are the best colleges for CSE. But I am not sure for your Marks you will get. But include these colleges name in your Choice filling. If you are interested to study in Tamilnadu there are many colleges comparing with Banglore colleges you can include that college names in your choice filling namely PSG, CIT, KONGU, KCT, PSGiTECH.

To get table the opportunities of prime minister special scholarship scheme Candidate should be  from state of Jammu and Kashmir and Ladakh region , Kargil region and line of actual  control resident to encourage them  for higher  education AICTE All India Council of technical education provided this scholarship to the youth of that regions to encourage them for for the study after 12 and higher studies including bachelor degree in general arts commerce science BBA Bachelor of business administration technical courses including lateral entry of Technical Education candidates. Scholarship for technical education is 1.25 Lacs, for the study of MBBS BDS and medicine 2.50 lakh of rupees

You have got 91.4% marks in 12th but you have not mentioned from which state you are belong to. If you belongs to the Jammu Kashmir state Ladakh and resident of actual line of control and Kargil then you are eligible for applying prime Minister special scholarship scheme.

Hey. That is a pretty good score considering your category. There are a bunch of NIT's where you can opt for computer science and I am sure you would grab a seat in the following colleges if you fill the choices smartly.

The annual income of your family must be below 8 lpa. Now you have to

1. Register yourself on the AICTE portal

2. After that you have to visit the nearest facilitation centre for the document verification. Documents you need to carry to there are:

• 10th standard mark sheet
• 12th standard mark sheet  (if original available otherwise photocopy of online mark sheet )
• Domicile Certificate
• Aadhaar card
• Family Income certificate issued by tehsildar or equivalent
• Valid Caste Certificate  for SC/ST/SEBC for claiming the reservation as per State government policy .
• Valid disability certificate(if any )
  
  3. After that you have to give choices of the colleges according to your preference.
  
  4. After that PMSSS Cell will prepare the allotment list based upon the merit of the students'.
  
  5. You will have to freeze the seat or proceed to the next round. After each successive allotment list is released.

After successful verification, simultaneously you have to take admission on your own in your respective college.

You should verify your admission by uploading the bonafide certificate from the college and should inform the college to transfer your admission under PMSSS, so that the college should get the academic fees directly in their account.

I am sorry but there is no chance and no way you can do B.Tech after getting 12% in you class 12 exams as you are considered as a failed student by  CBSE but life does not end here you still have along way to go with your life and it was just a minor hiccup in your life.

You should reappear in your class 12 and work hard to get a very good marks in your Boards exam as well as in JEE so that you can achieve your dream of pursuing B.tech and be a engineer.

PMSSS is a Prime Ministers Special Scholarship Scheme.If you want to study B.V.Sc NEET is a mandatory entrance examination although some states have there own veterinary entrance exam for admission in bvsc course like rajasthan have RPVT and Uttar Pradesh have up veterinary entrance exam. So if you want to read veterinary you should must check which entrance exam marks is taken by the college which you want to take admission.

PMSSS only gives Scholarship for pursuing Education. NEET is a National Level Entrance examination for admission to MBBS, BDS, Ayush and Veterinary Courses across India.

So if the state in which you belong they take neet for veterinary admission so you must qualify to take the admission and get scholarship under pmsss.
