See if you are taking an education loan from any bank then you will not have to pay any fee to the college, bank will pay all the fee or whatever the amount would be sanctioned by the bank for your education loan.
What happens is whenever college has to take fee they will provide you a fee request letter and you have to submit that letter and a request letter written by you to the bank responsible for your education loan and then they will disburse the amount in the account of college.
Re-payment of that college loan is to be done by the candidate himself/herself after 1-1.5 years of completion of degree program.

With reference to your above mentioned query, I would like to tell you about the eligibility criteria and procedure for NEET 2021 counselling for round 2.
The Medical Counselling Committee (MCC) has announced the round one seat allotment result for the National Eligibility cum Entrance Test - NEET UG counselling 2021 at mcc.nic,.n.
Only eligible students as per the MCC guidelines will be able to participate in the NEET UG counselling round two.
Who is eligible to take part in counselling round 2 -
However, candidates who registered for round one did not get any seat are eligible to participate in the second round.
Registered candidates who have secured seats under reserved quota and whose NEET 2021 round one seat got cancelled during the document verification on the reporting for admission will also be considered for round two with changed category, subject to availability of seat in the respective category.
Aspirants who have reported at the allotted institute during round one reporting and submitted willingness for second round up-gradation as ‘Yes’ can also apply for round two.
Candidates who have been allotted a seat but have not joined are eligible for NEET 2021 round two.
Students who have resigned from the NEET UG 2021 allotted seat of the first round can also participate in the second round.
Who is not eligible to take part in counselling round for MBBS in round 2 ?
Students who have become non-eligible due to having inadequate documents as per NEET 2021 eligibility criteria cannot participate further in the counselling process,
Aspirants who have not registered in NEET 2021 counselling round one or two are also non-eligible for further NEET 2021 counselling.

As your reading under State University Agriculture College even it is private college do it is AC related to ICAR so you are eligible for appearing CSIR jrf exam. In this regard we have to achieve the Grade point 6.5 out of 10, 4 in the scale of 5. CSIR jrf junior research fellowship is allowed to get 31000 per month for 2 years and contingency of rupees 20000 per annum. Those who have achieved in post graduation at least 60% marks and in ug degree examination are eligible to appear for CSIR jrf exam.
See after round 2nd of NEET UG counselling of Rajasthan you cannot apply for upgradation, either you will have to accept the seat or you should leave the counselling with forfeiture of your security money and for Mop-up round you will have to freshly register yourself.
As far as your rank and score of NEET UG 2021 is concerned, so on such score you have good chances of getting government quota seat in MGMC Jaipur if you belongs to Rajasthan as last year the closing cut-off was 300 marks for ST category. So you have good chances of getting it in round 2nd.
