As you have secured 262 marks in neet 2021 and considering you are a general category candidate it's absolutely not possible to get through neet and join the government colleges.
And in private colleges i don't think you would get in a budget of 40L . You can try out some of the colleges in west bengal. But in colleges like kiits, SRM ,manipal you won't get in 40L.

NEET 2021 Cut-off goes like :-
• General /EWS- 50th percentile
• SC/ST/OBC - 40th percentile
• General-PwD - 45th percentile

See in UP there is no government quota in Private medical colleges and the seats are allotted only through state quota counselling or if after completion of state quota counselling the seat remain vacant then the stray vacancy round is conducted by the institutions itself, so as you belongs to UP according to your profile so you can definitely take part in state quota counselling of UP and can get colleges as per your marks in NEET 2021.
