NEET counseling process is quite complicated and it's need to be done very carefully.
As your query is about AIQ counseling so first round of AIQ counseling have free exit, if you get a seat allotted and you don't want to take admission you can surrender seat and exit from counseling also if you took admission then also there is date of surrendering seat. If you do within limit date then no problem but after that you might have pay Full.
Now if I talk about round two then there is no free exit if you participate in counseling and get seat allotted then you will have to take admission or either forfeit (loose) your security deposit. And once you took admission you can't surrender also so you will have to pay the bond amount you signed for or whole course fees.

You have not mentioned in what college and in what course you want to take admission if it is for MBBS course then taking admission in private colleges have to scored at least 350 plus marks in NEET UG exam. For this you have to take part in state counselling process in which you will be allotted private colleges for admission in MBBS course. For admission in MBBS course through NEET UG exam qualifying candidates taking part in counselling , the privileges for taking part in counselling, for admission in private medical colleges that you will be treated as registered and Bonafide student through NEET UG exam. If you can avail of the Government quota in private colleges then you have to pay less fees near about 1 lacs per annum. If you do not take part in counselling in state quota then it is not possible for you to get this type of opportunities for admission.

hope you are doing well and safe. With reference to your query, I would glad inform you that their is no bond of anything for taking admission in any college through any quota . It is quite obvious on what behalf they will ask you for a bond , it might be a possibility in companies interviews who comes in campus placement can ask to sign 2 years bond so that you dont leave their company for 2 years but college has no matter with them

No dear you can't apply for any private or government MBBS college. Your mark is very low. The minimum marks to get admission in good private college is 350+. You should aim for 500+ if you want a good private or medical college in all india Quota. Try to give the exam next year.

As you have asked about getting medical college at 380 marks with max. fees of INR 10 lakhs/annum.
I want to inform you that there are not any college at this fees range but yes you are from ST category so your state might provide you scholarship depends upon your college that will you getting that scholarship or not for this you need to contact your alloted college before payment of the fees after counselling.
if you get scholar ship then you won't have to pay the fees.
