As you have mentioned, you have Delhi domicile but are willing to take admission in a private medical college in Bihar- for that you must register for the state counselling of Bihar. Only for admission in deemed medical colleges or government ones, you must register for All India Counselling.

Yes as Bihar is an open state you can apply for private colleges of Bihar being a non domicile candidate.

However, with a score of 400, your chances of getting a private seat is quite low as you do not have Bihar domicile.

Several private medical and dentistry schools have required students to submit a bank guarantee. However, it is entirely dependent on the institution and the bank as to what elements they adhere to in various states; I would urge you to ask with the respective bank as well as the college.

There are many states in India that have open state counselling for other state students in private medical colleges. Some of these states are:

• Andhra Pradesh
• Uttarakhand
• Karnataka
• Uttar Pradesh
• Rajasthan
• Tripura

Every state has 85% reservation for their domicile, thus only 15% is under the all-India quota. So if you want a seat in a government college you can get only through your state domicile or through All-India quota. For private college seat, you can try in the above mentioned states where they have open state counselling.

Hope you are doing well.See,as of now it's very difficult to predict the exact cut-offs as they keep changing every year depending on various factors like no. of students appeared, difficulty level of the question paper ,seat matrix and overall performance of the students . But we can have an idea of your probability of getting selected into your desired medical college based on previous year's cutoff scores and ranks through State quota .

In 2020, the state cutoff score for a government medical college in Gujarat was 583 and a closing AIR of 28,832 for the general category .

For private colleges in Gujarat the cutoffs were generally 500+ as per NEET 2020.Through the management quota the cutoffs were 400+ in 2020 for the general category.

As of now ,the 2021 cutoffs of Gujarat have not been published yet and is only to be done once the state counselling process is concluded.

Admissions to courses in private medical colleges in any state is done through the state counselling only. That means if you get a seat in a private medical colleges of UP then and it is all ok if you quit it but you can participate in any other state only if you fulfill the eligibility criteria set up by the state authorities for the counselling.

However you can get seat in government colleges in any state through the all India counselling process which is conducted by MCC. Also there are some seats reserved in private colleges for the management quota which can be filled by any person who who fulfills the criteria defined by that particular college for the same.
