Hello aspirant,
It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc. As you mention with 164 marks and from OBC category you have low chance to get seat in private college in UP.

Besides EWS and OBC, 15% seats for Scheduled Caste (SC) and 7.5% seats for Scheduled Tribe (ST). Medical aspirants must fill their reservation criteria of NEET-UG while registering for NEET 2021 admissions

Out of total seats in all government MBBS/BDS colleges, 15% will be reserved for All India Quota (AIQ) seats. The seats under the 15% AIQ scheme will be allotted through NEET-UG reservation criteria. Earlier, the Supreme Court introduced NEET reservation to 15% seats for SC and 7.5% seats for ST categories.
