Since you asked for best medical colleges, there is not one. And each college has different level of patient flow and infrastructure. And all are best accordingly with respect to their surrounding.
Each college has a fee Structure of around 6 - 11lakh. The fee Structure depends upon different courses bds, BHMS, MBBS, etc for different courses.

I hope you are doing well. With the marks you are expecting it is a bit difficult for you to get a seat even in private medical colleges. I see that you are from Delhi. These are few of the private colleges where you could apply for MBBS in Delhi as well as Uttar Pradesh. The fees might vary year to year hence there might be slight changes in fees mentioned below.
1. Humdard Institute of Medical Science and Research, New Delhi. The expected fees here is around Rs 66 lakhs.
2. Jamia Humdard University, New Delhi. The fees here is approximately Rs. 12 lakhs per year.
3. Sharda University, Greater Noida, Uttar Pradesh. The fees here is approximately Rs 11.5 lakh per year.
4. Swami Vivekananda Subharti University, Meerut, Uttar Pradesh. The fee here is approximately Rs 11 lakhs per year.

Hope you're doing well. As mentioned you're expecting 290 marks which seems to be less to get a seat in government colleges anyways you could get seat in private colleges, but the fees would be higher. As you are from Tripura you can apply in Tripura Medical College . Tripura Medical College and Dr.Bram Teaching Hospital, Agartala. The fees here for MBBS comes around Rs 40 lakhs.
You can try for BDS as it would be easier for you to get a seat with much lower fees. As there is no dental colleges in Tripura these are few of dental colleges in India.
1.Manipal College of Dental Science, Manipal, Karnataka. The fees is approximately 28 Lakhs.
2. Dr. DY Patil Dental College and Hospital, Pune, Maharashtra. The fees here is approximately 22 lakhs.
3. A.B Shetty Memorial Institute of dental science, Manglore, Karnataka. The total fees here is approximately 20 lakhs.
