The only way to get admission in any MBBS college is by cracking the NEET exam.You have to score more than cut-off marks in NEET exams of a particular college to be eligible to apply for private medical colleges or government medical universities in India in any state .I will attach a link which will tell you the cutoff of all MBBS colleges in Pondicherry check the cutoff and then you will know how much score you need to get for MBBS admission in Pondicherry.

To be eligible for any MBBS college whether it be private or government you will first have to sit for NEET exams and crack that if you get a decent score and a nice rank then you will automatically be allowed to sit for counselling of MBBS colleges. So according to their official website the counselling for private medical college for MBBS in Maharashtra is going to start from the last week of October. You need to qualify NEET 2020 to be eligible for the counselling process. To apply for the counselling process the candidates need to register themselves to the Official CET website. It would be conducted in two rounds. Try to keep an eye on the official website for more updates.

Yes other state candidates also eligible to study in Punjab but in All India Quota.
For the other state candidates who wish to join punjab state private medical colleges and if they satisfy the conditions which notified by N.E.E.T 2020 by M.C.C then they will get seat, but for non local aspirants other than punjab state they will fall under ALL INDIA QUOTA 15% in that they will get seat to study M.B.B.S in Punjab state.
