Based upon the marks that you have scored, for Bihar domicile general category, you have chances for management quota seats in private colleges and deemed universities. There are less chances for state quota seats in private colleges. However everything depends upon the cutoffs which are yet to be released.

First of all, All india counselling is different from State counselling. All india quota counselling is done by DGHS. If you apply for AIQ counselling and do not get a seat there then your money will be refunded without forfeiture (1st round) and with forfeiture (2nd round). If you get a seat then you will not be allowed to go for State quota.
Different states have teir own counselling bodies like KEA for Karnataka. The chances of you getting a seat based on AIQ counselling depends colely on your rank.

I can understand that this year despite of scoring such a high score you get such a rank but this shows that how much the competetion is rising and also the cutoff is going to rise so much high .

Yes you can surely get a seat at a private medical college based on your NEET score but courses such as MBBS usually have much higher cutoffs than the marks you have scored.
