all engineering colleges will have some seats reserved for snq quota . It depends on the rank , category, income of parents of the candidate. So you can avail snq quota at any college .
If you are a rank holder in any of the entrance examinations and your family income is less that Rs. 4.5 lakhs per year, you become automatically eligible for SNQ quota. Of course, the number of eligible candidate per candidate is limited to 5 percent of the total available seats.

In any college, the number of available SNQ seats is about 5% of total available seats. The general condition for SNQ seat is that you must be a rank holder in any of the entrance examination (particularly KCET). However, the point here to remember is that your family income must be less than 4.5 lakhs. Based on these considerations you can now imagine your eligibility for SNQ seats in your desired college.

In private colleges there are mainly two types of seat that is management quota and NRI quota in most of the college if there are no govt quota seat in that particular college.
So there is no difference in tution fee on the basis of category, everyone have to pay the management quota fee's whether they are Gen or obc or schedule caste. For NRI quota, tution fees will be different.

SNQ or Supernumerary Quota (SNQ) are for the candidates who are economically weak. The SNQ allows students from the economically weaker sections of the society to gain admission in engineering colleges across the state for reduced tuition fees.
To claim Supernumerary Quota(SNQ), the candidates are required to submit the income certificate issued by the concerned Jurisdictional Tahasildar or the Block Education Officer.

Through the state quota, the last seat at Doon Government Medical College was allotted to a general category student with a score of 588. Since the cut off changes every year depending on various factors such as category of the student, difficulty level of the exam, number of students attempting the paper and number of newly opened medical colleges, it is quite difficult to predict the colleges you can get into. However, since your score is quite near to the previous year’s cut off, you might have a chance of getting a seat in Doon Medical College. You can also get a seat in Soban Singh Jeena Government Institute of Medical Sciences, Almora whose last seat was allotted at a score of 566 marks.
Nevertheless, you have good chances of getting a government seat in Uttarakhand through the state quota.

For being eligible under OBC category you need to get a central OBC certificate , which is OBC-NCL (Non creamy Layer). Also the certificate must be valid as per the given date and year, i.e it should not be issued before a particular date or time.
As generally marks required are above 550 for admission to get a government college in Telangana, if you are of the OBC category you may have a chance in the last round to get government colleges in Telangana.
Maharashtra state counseling cut off marks for OBC category in neet 2021 was 554 marks and college allotted was GMC, nandurbar.
So now if we look at your expected marks then you lag behind by very large margin and so there are very less chances that you will be able to get govt MBBS college in Maharashtra state quota counseling. You may try for BDS but there also very slight chances.
You have good chances of getting govt BAMS/BHMS College at your expected marks so you can go after them in Maharashtra state quota counseling.
