The term "management quota" refers to the seats that can be reserved for individuals who didn't meet the requirements for admission to a college but are ready to pay more than the amount set out by the government for tuition. It is comparable to colleges' direct admission procedure.
If you want to enrol in a college through the management quota, you must first speak with the college about the seats that are available and the donation requirements for the branch you want to study in. They will inform you of these requirements, after which you must pay the donation to secure your seat. The donation varies from college to college, so you should speak with the college first.

Rajarajeshwari Medical College and Hospital (RRMCH) established in 2005, is located in Bangalore, Karnataka. The college is approved by MCI and is affiliated to Rajiv Gandhi University of Health Sciences.
------ The College offers 150 MBBS seats.
---- The college is a private owned and hence it doesn't contribute any seat to All India Quota Counseling. All the seat are filled by Karnataka State NEET UG Counseling.

Sorry to say, but your chances of getting into any IIIT/NIT/GFTI is very low as an ews rank of 66k would not suffice, let alone get you one of the top branches like CSE. You said you have a state quota of up, and the only NIT in Uttar Pradesh is MNNIT Allahabad, and the closing rank for CSE there under EWS and home state quota was 740. So you can imagine, how high is the competition and in these institutions number of reserved seats for each category is limited.

Through the All India Quota, the mop up round cut off for the OBC category was 599 marks and the college allotted to the candidate was Andaman and Nicobar Islands Institute of Medical Sciences. Through the state quota (Uttar Pradesh), the last seat of government medical college was allotted to an OBC category candidate who scored 613 marks. The college allotted was Government Medical College, Jaunpur.
As you can see from the cut off trend, you have extremely low chances of getting a government seat. However, you can easily get the following private colleges in UP-
Subharti Medical College, Meerut
School of Medical Sciences, Sharda University
Muzzafarnagar Medical College
Rohilkhand Medical College
Please note that the cut off changes every year depending on various factors such as category of the student, difficulty level of the paper, number of newly added medical colleges etc.
