Chances of getting bds with above mark is very low. If you come from general category you need to score minimum 550+ for getting government seat for bds. When we come to private also you need to score mininum 350+ to get a seat. Whatever the fee for management seat in private vary from state. Usually the fee range from 2-3 lpa. You will get admission in deemed colleges. But that will cost more than private institute.

Scoring 460 marks our of 720 in NEET unfortunately don't make you eligible for BDS either from All India Quota (15%) Counselling or from State Quota (85%) Counselling.

Better suggestion for you is that you should take a Year drop and strongly start preparing for NEET 2023 and achieve your dream medical college and that too MBBS. There are different fees for the different private colleges. If you want to go through the management quota then it also depends on the branch you want to opt for. Like the admission to reputed colleges in CSE branch are very difficult and they impose high charges for the admission to specific branches. But if you go through the lower branches then you will have to pay somewhat same fees as the regular candidate. So please specify the name of the college you want admission in and the branch you want.
On a general basis the fees for the reputed engineering colleges which do have name in this field is around 1 lac to 1 lac 50 thousand. But if you search for colleges there are many other colleges that do offer less fees and have comparatively nice placements.

Kcet rank is calculated by adding both theory and entrance score. You scored well in both. According to previous year trends, you will get a rank between 5000-6000. This is a pretty good rank. And yes people from rural community have 15% reservation. So overall you will get admission in top colleges like RVCE, BMS institute of technology ,BIT etc for any stream.

The admission process is based on UG Course: NEET-UG exam which is going to conduct on 17th July 2022.

The Counselling procedure and cut offs will release when NEET-UG exam conducted.
The SC cutoffs of 2021 percentile is 40th, cut offs marks is 137-108. If you are going to give NEET-UG exam in 2022 so cut offs and marks will release soon but if you are 2021 student so go for it. All the best for your bright future.

It is hard to predict cut-offs based on marks as the rank versus marks keep changing every year depending on the number of students attempting the paper, difficulty level of the questions etc. Last year the cut off for your college of interest was 397 for your category, it is always safe to assume a slight increase in the cut-off every year. So, it is slightly difficult for you to get it but there is a good chance. Keep other options open as well.
