As English is already there it is also a compulsory subject.
That doesn't mean you should just concentrate on PCMB, and leave out the languages .They are also as important as other major subjects.

You must have a BA (H) degree in the concerned subject with at least 50% marks in aggregate. Then only you will able take admission in MA with same (Sociology ) honours .But as per you query you had complete your graduation in Hindi and Sanskrit without honours of sociology in BA .So you will not take admission in same .

There is no fee concession in Delhi University for OBC candidates. However, every college has certain scholarship benefit for its students. You can apply for these scholarship after getting admission to the course. Also, not every government college of Delhi University offers hostel facility for its students. In case you are applying to any college with in campus hostel facility then you need to fill application form for hostel from that particular college itself at the time of taking admission and DU hostels are allotted to students on the basis of merit only.

96.2% is a good category of marks and you will get good colleges of Delhi University. Under OBC category, you can get Kirori mal college, Ramjas college , Hansraj college , sri venketeshwara college, Deen dayal upadhyaya college , etc. All the colleges which i mentioned are good colleges . Just give priority to North campus colleges . By any chance if you're getting SRCC or Hindu college, give topmost priority to them.

see your score is fair and chances for decent colleges. however you must know that every year cutoff score changes and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category , choice of stream etc. however it is quite difficult to predict the colleges since the cutoff score can not be same in every year. the cutoff score is calculated by best of 4 subject taking one language subject and any three of the best score subjects.

Government Venkat Sanskrit College is a state government managed college which is recognised by University grants commission (UGC) and is located in Rewa, Madhya Pradesh. It has all the basic facilities like playground, laboratories and computer centers. It was established in the year 1935. It has excellent academic track record.

Fee structure varies from college to college like fees in government colleges is less than private colleges. Its not compulsory to have Sanskrit in 11th and 12th class for Bachelor's of medicine, Ayurveda and Surgery (BAMS) course. It's just, If you know Sanskrit, then it will help you in grammar and all. Otherwise, there is Sanskrit in first year of BAMS as compulsory subject, you can learn it there.
