If your parents belongs to OBC creamy layer then no reservation is entitled to the candidates for any kind of job and education.
Creamy layer OBC candidate is treated as General category candidate. If parents annual income is excess of rs 800000 this obc candidate treated as general category candidate.
So you will apply for UPSC exam as a General candidate.
