I would like to inform you that you can apply for both 11th or any other vocational training whichever you're interested in. For admission in 11th or any other programmes you need to have pass marks in all the subjects for sure and if you meet the other required criteria in the choosen school or programme you can simply join without any issue. Yes, you can definitely take admission in class 11th.
This is because,
Although, you had failed in one subject earlier what all matters is that you have passed it in your supplementary examination , so now you are 10th passed and thus eligible for taking admission in class 11th. Different colleges/schools have different percentage requirement in 10th for providing admission. Percentage cut off to get admission in science stream in 11th is generally higher than commerce and arts. So, you don't need to worry at all now that you are passed you can definitely get admission provided you meet the the other requirements of the college / school in which you want to get admission.

-)Arts :- If you like subjects like history, polity etc then you can go for Arts. You get to study subjects like History, Geography, Literature, Political Science, economics etc. You should go for arts if you aspire to get into Journalism, literature,languages, history, psychology etc.
* Polytechnic / Diploma :- After your 10th you can go for diploma courses in various branches of Engineering like mechanical, Electrical, Civil etc on the basis of your interest.
* ITI :- ITI is a skill development course which you can go for after your 10th , you can do iti any trade of your choice like Electrician, fitter, Welder etc.

Usually the marksheet states the purpose it's fulfilling. The information regarding the exam is mentioned on the marksheet itself.
So I believe the supplementary marksheet will be written on the Marksheet.
For more clarification you can be in touch with your Senior who has given then Supplementary exam. But I believe supplementary will be written on your marksheet and that will show that you are a repeater.

Yes students who are appearing/appeared for supplementary exams are eligible for the NEET.
You just need to pass your 12th boards examination with required subjects ( Physics, Chemistry,bio/Biotechnology) from a recognised board.
So you are absolutely eligible for the NEET councelling.

In the NIOS DElEd exam, candidate have to pass in individual theory (External and Course Based Assignment) as well as practical subjects separately. If someone failed to clear any of the subject or its part can again reappear in three (3) subsequent Term- End Examination so as to complete the course with the payment of examination fee as per NIOS norms.
If re evaluation doesn't work you will have to give the exam of the same, for one subject exam fee is Rs.250/-, So as per this way you will all have to fill online registration for the failed subject. Nios deled admit cards will be issued separately for the failed subject only.

You can simply quit the college if you do not wish to continue further. You can contact your college authorities to get detailed procedure about quitting the college/course. And then you can take admission in Bsc in any college you are interested in. But you need to start again from the first year and might be they will ask about the gap (which occurred due to BHMS course: first year).
