It depends on the policy and cost procedure of hospital that how much they are charging for surgery. Surgeon plays no role in charging cost of surgery.  If, hospital is calling a guest surgeon on request of family then that surgeon may charge high price .

Cost of basic surgery in India is 2,25,000 and it can go up to 5 lakh . But cost of surgery also depends on type of surgery. So it can not be said that a surgeon can charge 15 lakh or not . You must contact hospital for these details.

Yes , of course . you can become a Surgeon of heart or brain . Your eye problem can cured by using  eyeglasses so being a surgeon with glasses is completely fine.

There are also some surgical options  that is use for Myopia for instance Lasik , If you not comfortable with the spectacles than you can go with the eye surgery.

That will generally cure you problem of Myopia .

As per your mentioned query, i would like to tell you that if you want to become renowned surgeon you have to first crack the NEET UG exam for doing the MBBS which is a five year bachelor degree. Then after the completion of your graduation you have to crack the NEET PG exam to study master of surgery (MS). It is a three year post graduate course to study to get the licence to do surgery in india.

Actually there are various hospitals in United States of America which charges different fee structure so there is not one common fee structure. And the charges goes up and down according to the requirements and critical situation of operation. I am mentioning below example:

Like Pali momi medical hospital in the Hawaii State of America charges  $31,000 only for cardiac surgery including there is also a need of removing plaque from blood vessels.
