There is no colleges for ca anywhere in India. Unlike the graduation, CA is not a course that is being taught in colleges.
Governing body for Charteted Accountancy course is Institute of Chartered Accountants of India which is a statutory body.
One can get enrolled to the course if he or she completed 12th or degree as per the level of entrance. Classes for the course are being conducted by private institutes and institute chapters that are located in almost every major cities in Tamil Nadu like Madurai Salem Coimbatore. The classes would just go for few months. And it's not like colleges where years and years of classes to be attended.

To get the Home State Quota in NEET examination counselling, you'll have to fulfil the following criteria:
Either you should have completed your class XIIth examination from the state you are seeking admission in, or, You have the domicile of the state you are seeking admission in
If you satisfy any of the conditions for any state, then you'll be eligible for the quota benefit of that state.

YES you are eligible for Tamil Nadu Bar council. The eligibility criteria for Tamil Nadu Bar council is as follows :
50% minimum for 12th and 10th. a student after 12th can opt for law by giving law entrance tests.
A candidate can also appear for CLAT and take an admission in any law college across India as it is a National entrance exam.
there are state entrance exams conducted by universities too for tamil nadu to take an admission in different affiliated colleges.
Further, there is no age limit for Tamil Nadu Bar council.

You can get 85% quota only to it state you have got domiciled. you'll apply for any state quota 85% seats but at the time of counselling they're going to demand domicile certificate or bonafide certificate which can clearify you belong thereto state.
If you'd fail to deposit domicile certificate then your money are going to be wasted therein counselling.
So you must apply to only those states 85 % quota having domicile or bonafide showing you belong thereto state.
If you've got karnataka and state domicile then you'll be eligible for counselling in both states.
No. just in case you're a resident of province for atleast 6 years then you'll get a domicile made for you by the govt. by applying for it and furnishing documents like tax receipts,school leaving certificate etc.
