On such ST rank you have no chances to get any of the NITs even after considering your home state because as per the last year data the closing ST rank was somewhere around 3-3.5k and you are very far from the figure.

There are total of 525 seats are there in AIPVT in which 15 % seats are reserved for SC caste . It means total number of seats for SC candidates are 75.

To get admission in IITs, NITs, IIITs, GFTI colleges, you need to register for JoSAA counseling.
For JoSAA your category rank will be considered. There are limited seats for a particular category in any branch.
In JoSAA counselling, first your category will be seen for your First preference or choice then it will be checked that if seat is available or not fir your category ,if seat is not available then your next preference will be checked.
You can try in special Rounds as CSAB counselling after JoSAA counselling are done...

Directorate of Medical Education (DME), Tamil Nadu will release NEET cutoff Tamil Nadu 2021 for 85% state quota and 100% private colleges seats. The cutoff is the last rank and corresponding score at which admission to a particular college is granted. Your score is 519 in NEET . As the previous year cutoff for BC category ,you have high chances of getting admission in govt medical college in Tamil Nadu.
