If you are getting Both then can surely go with IIT Guwahati as the kind of projects and learning opportunities you might get at IIT is unparalleled with any other institute (even for elite NIT Trichy). For NIT Trichy it is close to Chennai, the powerhouse of startups and innovation. Many Companies have there branches there. You will be getting many opportunities for interns outside your college at NIT Trichy but for IIT Guwahati there are not much companies so opportunities are also less.

there are hardy any colleges that accept diploma marks hence it is advisable that you answer a national entrance and take admission into the b e colleges through that. even though there might be a mention of entering your score in previous education, it is best that you answer a jee or state entrance and take admission

The state counselling for the MBBS, BDS, AYUSH will be conducted after the declaration of NEET UG exam results. All the states have their own criterion and dos and don'ts. But to apply at any state counselling you must have domicile for that state or you must have done your schooling from that state. As you told you have done your schooling from Karnataka so you can definitely apply for Karnataka counselling but to participate in any other state counselling you must have domicile for that state. Otherwise you cannot participate in that state's counselling as you will be disqualified at document verification level. But if you have domicile certificate then definitely you can participate in any state counselling and will be allowed.
