Tamil Nadu Govt hasn’t declared that they will do admission based on class 12 marks. Tamil Nadu govt recently only passed a decision that they don’t want to conduct neet anymore in their state. Hence the admissions for academic year 2021-22 will be done strictly based on neet scores and not 12th marks. if you have any further doubts or need clarification please mention your marks and rank in NEET 2021.

As you have asked about this i want to inform you that NEET won't be get scrapped from any state it will still be the only entrance exam to opt for health science course for 2021 and in future also, and deemed university comes under central university so it won't get affected even that state scraps neet but on the other hand neet will conducted as it was and will continue.

It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year. with 565 marks in neet you have low chance to get seat in government college You can definitely try.

Based on your expected marks, your overall percentile may be within the range of 92.37 - 92.87 while your AIR should lie within the range of 115642 - 147792 . It is difficult for you to get a seat for MBBS in government colleges through 15% All India Quota, however via 85% State Counselling, you have fair chance to get a seat at government medical colleges if you are from General category.
During State Counselling in Tamil Nadu, your rank will be decreased gradually as the calculation will be done based on your State Rank and a separate merit list will also be published by Directorate of Medical Education (DME), Tamil Nadu. Exact answer to your question cannot be determined as cutoffs change significantly every year and largely depend on:
Number of candidates appearing in the exam
Difficulty level of question paper
Marks scored by candidates in the result of NEET UG 2021
Total number of MBBS and BDS seats in Tamil Nadu

See this are complementary to each other. Now I can understand your confusion that for NEET you have to follow the NCERT and for boards you have to follow some books else. But think if you want to learn the mechanism of heart, then will the function be described in two books be different?. As you can know, the knowledge is definite but there are changes in language but the concept is the same. Now a possible strategy for you can be, read the topics from the NCERT and just revise them from your state board books. This will help you to get the information which are not in NCERT but in your board books and the vice versa. This may sound a bit lengthy but if you start implementing it, then you will find it very beneficial.
