You can apply for TS eamct once you belong to the state of Andhra Prades/Telenganah.According to the official rule Candidatesshould satisfy local / non local status requirements as laid down in the Telangana / Andhra Pradesh Education Institutions (Regulations of Admission) order, 1974 as subsequently amended.So you need to have a prove of local status like residing certificate or examinations from tender age etc.
