According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.

You haven't mentioned your daughter's Category. This is important because each Category has different cut offs. Compared to 2019, the NEET 2020 cut offs have changed considerably higher than expected. Out of 14,10,755 students appearing in the exam, only 7,97,042 students have qualified for the medical entrance examination. So, many of them would move on from it and start to apply for courses in different sectors. Out of 10 students, at least 2 students are dropping out a year to attend the NEET exam again. But only 1 out of 10 might think about dropping more than 3 years for the exam. A student can attend the exam as many times as they can.

You can apply home state quota only when you apply for NIT trichy. for rest of the NIT campus, you will go under open category.

State code of eligibility means the code of the State from where the candidate has passed Class XII (or equivalent) qualifying examination by which the candidate becomes eligible to appear in JEE (Main) 2020.
