Management Quota is a government authorized system for private or deemed University by which students can secure Direct Admission in the institute. In this quota, a student won't be receiving any financial aid from the Central Government and State Government. In CMC Vellore, Fee for management quota is Rs. 48,530/- which is affordable than compared to other colleges whose fees are around Rs. 12.5 lakhs/- for management quota.

It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 401 marks you hold may not get a seat in Stanley Medical College, Chennai

For management quota in Deemed universities, the counselling process will be conducted by the Medical Counselling Committee (MCC). However, for state private colleges MBBS management quota seats, candidates have to apply under the respective state conducting authority, so in your case , you will have to attend the TN state counselling. I believe having a NEET Score of 646 as well as AIR of 5800, and probably Tamil Nadu Home State Quota your cousin can easily get allotted Government or State Medical Institutes in Tamil Nadu.
