For the procedure in central university of Tamilnadu, firstly you have to register for counselling. After counselling college will release merit list with your rank in a ascending order. And Merit list means the name of candidates who registered for the counselling. After that university will release cutoff and confirm your admission.

Please mention which domicile you belong to because you'll be able to get into universities based on 85% state quota.
The minimum marks required for a general category student to get into all India quota colleges in maharashtra, tamilnadu is 450 plus.

As per AICTE till November 10 in any cancellation of seat the fees would be completely refundable due to this pandemic situation of COVID-19 as many families are suffering financially. The minimum amount deducted is Rs1000 for processing.
After November 10 if there is any cancellation of admission then the student has to pay the fees till that time.

On such marks you have no chance to get any of the good medical college even on this marks you are just qualified for NEET but yes take a note that you can get seat through Direct admission which will be irrespective of your NEET score but the condition is that you must have appeared in Counselling and unable to secure any seat. It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 431 marks you hold a chance in a Government Medical College
For example, in neet 2019, 360 marks for sc category got a seat in Government Karur Medical College, Karur under Telangana State quota

If JoSSA is ordering to submit the details you have to submit the required document as mentioned in the procedure. But State of eligibility is considered according to 12th marksheet means from which state you complete your 12th schooling although we can not take chances as it is your career hence I recommend you to fulfill all the necessary guidelines.
