According to the percentile you have mentioned in the question your approximate rank would be near about 1.36 Lakhs and on the basis of this rank you cannot get any of the NITs or IIITs even if you belongs to OBC reservation category.

If we talk about JEE-Advance so yes you have fair chances that you will qualify for JEE-Advance because last year qualifying cut-off for JEE-Advance was 74.36 percentile for OBC category and this year it might have slight variations depending upon various factors so you have very decent chances to qualify for JEE-Advance.

Both the colleges are very good.The ranking of ceg is 14th which is very good while the ranking of psg is 49th by Ministry of Human Resource Development(MHRD).Teachers and faculties are good in both the colleges but you will get more exposure in ceg then psg.PSG is autonomous college  where as the CEG,anna university is government college.The placements of ceg is more than the psg  as many product based  companies visits ceg.For CSE,IT you can go with CEG as many companies visit this university.

State has nothing to do with any course. It is the college that matters not the State in which the College is present until and unless you are going to study politics and all.

After all you are going to study science related stuffs so just don't think much and go for it. Yes, In Tamil Nadu you can find top colleges like IIT Madras, NIT Trichy, Anna University, SRM University, VIT University and all which in compare to the colleges in Andhra are relatively good.
