First of all you need to have residence certificate to participate in counselling. That is checked at document verification. Since your whole education is held at Telangana it is mandatory. For that your parents must be residence of AP for the past 10 years. However before 2014 Combined AP existed. So, if your parents lived in AP after 2014 then you can get residence certificate. If not your application will be rejected during certificate.
Leave about fee reimbursement you can't even participate in counselling without residence certificate. Even though if you get residence certificate you can't get fee reimbursement.
So, if you have written TS EAMCET , JEE MAINS or JEE ADVANCED go for it for whatever rank you got.

So as per your query, the cutoffs generally vary from one year to the other. However the cutoffs for the year 2021 are as follows, just check them out once.
1. Un-reserved and Non-Farmer Category - 900 to 1100
2. Unreserved and Farmer category - 1100 to 1300
3. Local and Non-Farmer Category - 1900 to 2100
4. Local and Farmer Category - 2100 to 2300
These are the cutoffs for the year 2021, they might change in the year 2022.

According to the previous year's cut off trends candidates from SC/ST category required to score minimum 40th percentile to qualify for admission in government colleges for BAMS. With the score you have mentioned above your percentile would be around 35th-38th so chances of your admission in government college are difficult. However you can try in private colleges or through management quota, there might be decent chances of your admission. If you have domicile for Telangana state then you can apply under state quota which might increase chances of your admission.
