Actually to get a fee reimbursement from TS EAMCET the eligibility are  :

• SC/ST can get full fee reimbursement irrespective of their rank if they join any college in convenor quota.
• Candidates can get 35,000 reimbursement if they belong to any BC category and if students belonging to EBC category (Annul income is less than 1,00,000) and opt convenor quota seat.
• Any candidate scoring below rank of 10,000 have full fee reimbursement.

Non locals cannot have a chance to get full fee reimbursement though can have reimbursement of 35,000.

If you are not paid the amount of the counseling . You can make register yourself in portal and go for counseling this process is done for the past year . Please check the website once and make sure you are ready with all required documents and apply for counseling.

As you said that you didn't like the college alloted to you.Going for phase 2 is a good option but, the bitter truth is that chance getting a better college is not that high.Hope you know that college seats in phase 2 are the seats remained in phase 1.The best suggestion I can give you is select your preferred colleges for phase 2 and wait for the result.If this turns your way then go for it. If not the only option left for you is Management quota.
