First of all, I want to tell you that with dedication, will power, correct schedule and thus time management you can clear NEET while being in a college simultaneously.
As you said your 10 hours goes in attending college lectures. So in a day you are left with 14 hours only. From that too 7 hours of sleeping because sleeping is necessary. So in the remaining time you want to prepare for NEET. It will be difficult but not impossible because you have already studied the subjects in your class 11th and 12th, so you just have to practice the concept. And if you will attend your college lectures carefully then you will surely get good marks in semester examination.
You will get many time tables available but only you can make you own schedule according to your life style.
Below are a few tips which would surely help you:
Have a schedule fixed for yourself: It will help you set your priorities and you will save alot of time.
Find out the common syllabus/topics (neet syllabus and college course's syllabus): By doing you are going to reduced the pressure and both the things will be done parallel to each other.
Important topics list: keep a note of most important concepts and formulae or reactions. Recite them whenever you got time.
Do not mix things: Have breaks and the revision sessions.
Believe: Just a little hard work and dedication is must. Believe the process and work in the direction of achieving your goal.
Practice : practice is the key to success in such examination.

Neet is highly competitive as it is the way to get admitted to important colleges like AIIMS,JIPMER etc . One should invest 6-7 hrs of time for studies.As the date is coming near you should divide the topics accordingly.Biology is the rank determining factor so make sure you read ncert 10-15 times and get thorough with the topics.Give equal time for all the subjects and solve questions daily. Solve previous year and do mock test on daily basis. Study all 3 subjects a day so that it will be helpful for the exam while moving from one subject to other. Learn the easy topics first. Sleep is also an important factor.
