No the reservation in ap does not appilicable in telangana state.all the students of ap are considered as theoc in telangana state .there is no reservation for ap students in telangana state .they allot seat as per general rank irrespective of andhara Pradesh catogery

based on your caste they will provide fee reimbursement  i.e if you belongs to sc or st then you get 100% fee reimbursement if you apply for scholarship and also for ap students also get scholarship and if you belongs to oc or bc then you get 35k from government , lets take an example , assume that 60k is your college fee and you get 35k from government i.e 60k-35k = 25k will be your college fee and for more information click on below links
