it is suggested that you renew your OBC certificate as per the required NEET format. If you NEET Certificate has expired it is best that you get it renewed as soon as possible. While going through the counselling process you can state that your respective OBC certificate is the process of renewal and that it might require a months time.
You can renew your certificate by approaching and applying at the district office of one's city or district.

According to the official notification http://www.updgme.in/docs/996UPNEET%20UG-2020%20BROCHURE.pdf, there is document verification for Round 2. This will begin tentatively from November 24th to 27th November. The online registration process for Round 2 will begin tentatively from November 20th.
1.Register on the official website – https://upneet.gov.in/
(NOTE- Candidate has to register only once for the counselling process of NEET 2020. Candidate who have registered for the first round do not have to register again for the second round)
2.For successful registration, a fee of Rs 2,000 has to be paid. This registration fee can be paid via credit card/ debit card/ net banking.
Security Money – After completing the registration process, candidates have to pay a refundable security deposit or “security money” through a Demand Draft in favour of “Director General, Medical Education & Training, U.P”, payable at Lucknow. The amount of security money differs for medical and dental courses.
3. Documents verification – After successful registration and deposition of the security money, a candidate needs to report to the nodal centres for verification of documents. If a candidate fails to report to the respective nodal centre in the stipulated time, their seat will be given to the candidate next in line. Only after the successful verification of the documents, a candidate will be able to proceed to the next stage of UP NEET counselling 2020.
4.Choice Filling and Locking – Post the verification of documents, candidates have to log in on the UP MBBS counselling 2020 official website and choose the desired colleges in order of preference. Steps to follow-
a) Login
b) Choice Filing
c) Locking of the option
d) Seat allotment list - After reviews of Applications list of selected candidates is published.
e) Report to the College (report before the last date and with valid documents)

As per the instructions given in the notification https://upneet.gov.in/PDFFile/2167.pdf candidate must wait for payment updation on NIC server to generate the pay slip. There isn't any certain amount of time given it takes for the payment updation so all you can do is to wait for the payment status to get updated. After the payment is updated you can generate the registration slip.

NO, the choice filling for UP NEET UG 2020 will be open only when you have successfully completed the document verification within the scheduled date last date for document verification is November 9 and the last date for registration is November 8 only after the successful registration you will be called for verification only after that process the choice filling will be open in their site.

If you have registered for UP counselling, you would have got mail or text of confirmation of registration.
It is shown on dashboard when you are logging out of the provided site
In case of any query, Visit contact your nearby centers and ask them to confirm about the same
