If you want to clear UPSC then you can choose any subject or course of your choice based on your interest for your graduation after your 12th

to be eligible for UPSC examination there is no compulsion to be a graduate in a particular subject, all you need to be eligible is that :-

No, you are not eligible for UPSC 2024 with your date of birth on 23rd August 2003.
This is because,
You need to be at least 21 years old to be eligible as on 1st August 2024 for UPSC 2024 but you fail to fulfil this as you will 21 years old on 23rd August 2024 with your date birth i. e after 1st August 2024 and thus not eligible for UPSC 2024.
You will become eligible in 2025 i. e for UPSC 2025
For reference, UPSC eligibility criteria is provided below:-
*You must have a bachelor's degree in any, discipline from a recognised university.
*Minimum age limit :- you need to be at least 21 years old to be eligible as on 1st of August of the year of filling the form i. e as on 1st August 2021 for UPSC 2021.

There is no such restrictions in terms of belonging to specific stream when it comes to eligibility criteria of UPSC, however if you pursue graduation in political science, history, geography, sociology, public administration, economics etc. then there is considerable overlap with the syllabus of general studies and optional subjects, if you look at previous year toppers they come from diverse backgrounds as that of medical/engineering/commerce/science etc, so eventually it's your personal attributes such as single minded focus, dedication and perseverance which help you sail through the exam.
To provide you a brief, UPSC Civil Service Exam consists of three stages-
Preliminary : First Stage is MCQs based exam, it has two papers and each one consists of 200 marks,its numbers ain't added to final list, you just need to score the required cut offs against your category.
First is GS Paper-I which consists of the following topic such as History of India and Indian national movement, Indian and World geography, Economic and social development- sustainable development, poverty,inclusion demographics, social sector initiatives etc,Indian polity and governance-constitution,political system,Current Events nationally and Internationally, General Science,General Issues on environmental ecology,biodiversity and climate change. you just need to score the required cut offs against your category.

Mains : This is a second stage which it's more of a subjective type, you are required to write answers for Four General Studies Paper such as

Yes definitely it would be valid for UPSC services, this is because UPSC demands at least a Bachelor's degree to be eligible to serve for UPSC services and as you are pursuing B.Tech so it is a Bachelor's program although you have taken admission to direct second year through Lateral entry as you did diploma before that so it is alright. Now you have to complete your Bachelor's degree and in your final year of your B.Tech you can appear for UPSC exam if other eligibility criterion would be satisfied by you.
Since you have not mentioned for which exam you would appear for UPSC services so it would be little bit difficult to guide you with an accurate eligibility criteria because UPSC conducts various exams like ESE, IAS, IFS and so on and different exams have different eligibility criteria so you can check out all the eligibility criterion from the official site of UPSC as given below :-

There is no such undergraduation course made especially for UPSC CSE exam.
You can choose any course according to your convenience and still crack UPSC CSE.
But there are few subjects like History, Economics, Political Science, Geography, Public Administration etc. that will surely help you in your preliminary and general studies paper and also in your work life.
You can choose any institute for your graduation.It would be better if you choose any institute that is best providing the course that you want to study.
Student often prefer choosing BA hons. beacause this help them to cover some general studies paper syllabus.
Make a habit of reading any newspaper.My preference would be The Hindu or The Times of India.

*Make a routine or a time table and try to religiously follow it , take short breaks in between your studies.

The minimum age a student should have for UPSC exam is 21 years old and the age of candidate should be less than 32 years for general category students, whereas there are some relaxation in age limits for reservation availing candidates.
As you have mentioned that your date of birth is 4 May 2004, so by the end April month of 2025, your age will be 21 years old and hence you are eligible to sit for the exam because age is considered keeping 1 August of the year of examination as a measuring point, so by August you will be 21+ in age.
