This is because,
To be eligible ,you need to be at least 21 years old as on 1st August of the year of appearing for UPSC examination i. e as on 1st August 2026 for UPSC 2026 and you fulfill this criteria as with your date of birth on 21 june 2005 as you will be 21 years old on 21 June 2026 i. e before 1st August 2026 and thus eligible.

No, you can't able to right upsc 2023 because as per guidelines, by the date of notification you be completed 21 yrs of age. The upsc 2023 notification will be issued on Feb 01 2023 by then you will not be completing your 21 years of age.

This is because,
To be eligible ,you need to be at least 21 years old as on 1st August of the year of appearing for UPSC examination i. e 1st August 2023 in case of UPSC 2025 but you fail to fulfil this as you will be 21 years old on 23rd September 2025 with your date birth i. e after 1st August 2025 and thus not eligible for UPSC 2025
You will become eligible in 2026 i. e for UPSC 2026

As per the UPSC CSE examination rules, the student need to be atleast 21 years of age on or before 1st August of the appearing year. Now you are getting 21 years on 9th February,2025. So you are eligible for the UPSC CSE 2025 and its your first attempt. The maximum age limit for the UPSC CSE is 32 years.

I am the student of class 9th I also preparing side by side for upsc exam but when I was young I have an accident. In it my hands elbow bone was broken but now its ok! by a surgery. So my question is that I want to become a IAS officer so, can I appear for upsc exam?
There are no physical standards mentioned by UPSC for which an aspirant can't become an IAS officer. So with a elbow broken, its not a serious concern as you are heathy at this moment. As a result, you can obviously become an IAS officer provided you have to qualify the UPSC CSE with good score.

The UPSC has released the UPSC IAS 2022 eligibility criteria 2022 on its official IAS 2022 notification.
As per the age limit 2022, candidates between the age group 21-32 years(as on August 1,2022) with a graduation degree are eligible to apply for UPSC IAS exam.
Other than the age limit criteria, a citizen from India can apply for the examination.Tibetan refugees who came to settle permanently before 1962 are eligible.
The age relaxation is 3 years for obc category , 5 years for sc/st category. For PWD Candidates there is 10 years.
Applicants belonging to the reserved category are eligible for the relaxation in age and number of attempts in the IAS exam 2022.
