According to official guidelines, only the fresh candidate have a right to fill their choice.Mean to say the students who again pay the new fees or firstly taking participation in round 2 can fill their college choice.Hence as you already participated in round 1 you can not rearrange your choices.

Dear Aspirant, if your don't want to take admission in the allotted college, you can skip the seat confirmation process. An amount of 15k as per UPSEE needs to be submitted for confirming the seat in the college allotted, so don't go further. The name will be struck off automatically. Do not participate in further rounds of choice filling, not a big deal.

So automatically the admission is cancelled and process stops.

So yes you are eligible for the same. You can easily avail the benefits as 75% of the seats are fulfilled through UPSEE local candidates, 25% seats through UPSEE other state candidates & 15% are paid seats of management quota.
