I hope you are doing good . As per your query , I would like to inform you that you need to have 4 years of bacehlors to qualify the eligibilty in admission in masters in u.s . Persuing diploma with bachelors doesnt qualify you for 16 years ,you need to have bachelors of 4 degree. Top universities of usa will not consider your diploma in the count of 16 years of education

1. Graduate with an undergraduate degree with pre medicine track.
2. Given MCAT exam
After this you apply and get selected in any medical school in USA. After your MD program for four years, you start your residency where you choose the specialisation over the course of residency program.

see admission to abroad university is based on exam score in IELTS, TOEFEL like test and also depends on the overall academic records, projects, extra curricular activities , letter of recommendation etc. however there may be institutional priority to tier 1 institute. delhi university is one of the best university In india , so it might chances that students of du may get some advantage for it. but it is not impossible for students of others university to crack a tier 1 abroad college. so dont tension about it, just study sincerely towards your goal and clear all the exams which are left with excellent score.

I can surely tell you from wherever you listened this thing is completely rumour or unauthentic . College from which you did your last qualification doesnt matter at all . Factors which are considered at the time of admission are Statment of purpose ,academic record upto some level , For phd research paper is considered mainly , Letter of recommendation , band scored in language proficiency test . I would advise you try to boost your profile by considering the mentiioned factors
