Their are numerous no. of scholarships options in universities of usa and canada for international students. Their are also fully funded scholarships provided by candian governtment but they are less in number . I would advise to build your outstanding profile for grabbing those scholarships . Increase your academics score , participate in extracircular activities as much you can , particiipate in ngos , do internships and trust me these will give a boost to your profile which will make things easy

You may pursue MS in Chemistry/Chemical Science from US after B.Sc in India, perhaps you may not be able to attain Funding/Scholarship for Graduate Study. Assuming you are a Middle Class Aspiranr, best option for you would be to pursue Direct PhD or pursue M.Sc from some of the Top IITs in India followed by PhD in US. A Doctorate Study in US, at most of the Universities is fully funded, besides the fact you get a stipend, accomodation allowance as well as free health insurance. Secondly, M.Sc from IITs will really make you more inclined towards research than most Public Universities in India, and also provide you with a Ecosystem of Students studying for GRE/IELTS/Preparing their Profile/ Projects & Internships, for pursuing Doctoral Degree Abroad, from across Departments. Secondly, as far as Job Prospects in Chemistry/Basic Sciences are concerned, the best Country you should target is United States, and you must aspire a PhD there. However there are other Countries like Germany, Singapore, Australia, Canada and UK, where there are somewhat better prospects.
Besides GRE/IELTS for US, UK Universities you may even prepare for GATE Chemistry. Some of the Top Universities like NUS Singapore, NTU Singapore as well as RWTH Aachen and TU Munich Germany have started accepting GATE Score for Graduate/Doctoral Admissions.

see in case, an individual has been living in India for minimum 182 days in the previous financial year or has resided in India for 60 days in a particular year and has lived in India for a minimum of 365 days in the last four years is considered to be a Resident of India. since you have completed your 12th grade from Indian state you do not belongs to NRI quota. see In nri quota there is less number of candidates, so competition levels seems lower than other category seats, but fees structure for NRI quota is high compare to any other category.

as per last years neet ug notifications, Citizens of India, Non-resident Indians (NRIs), Persons of Indian Origin (PIOs), Overseas Citizens of India (OCIs) are eligible to appear in neet exam. however candidates must have completed 12th or equivalent exam with physics, chemistry and biology as a compulsory subjects. however minimum age limit is Candidates must have completed 17 years as on December 31, of the current year of applying. The maximum age limit for NEET (UG) is 25 years as of the date of examination with a relaxation applicable of upto 5 years for the candidates belonging to the SC/ST/OBC-NCL category and PwD Candidates
There is no Eligibility requirement for Admission but, here are some of the steps which might help you to get admission into Harvard University after completing your class 12th examinations-
1. First you can attempt the SAT examination, and try to score above 2200 marks out of 2400 marks.
2. Secondly, you can also attempt the TOEFL examination and you should have scored above 100 marks to meet the cutoff criteria for admission into Harvard.
