Admission to BAMS course is mainly through entrance examinations like NEET. The application fee for NEET fkr general category is INR 1500 and for SC or ST, it is INR 800.
In order to be eligible, you must have a minimum of 50 to 60 percent in Class 10+2 or equivalent from a recognised board with PCB as the main subjects. The upper age limit is 20 years while a relaxation of 4 years is given for reserved categories.

As you are still in 10 th standard, you need to choose a stream to study +2 or Intermediate, you are interested in. There are Arts, Commerce, Science, etc.
Then, after completion of 12 th standard you can study Bachelor's degree in any stream or any other field because minimum Undergraduation degree from a recognised College or University, is required for being eligible for UPSE CSE exam.
While you are in Graduation take coaching for UPSE.
After completion of Graduation you need to appear for UPSE CSE exam. Exam is conducted in three stages.

Personal Interview
You have to qualify all three stages with good score and also Medical fitness test too. Based on your performance in exams you'll be given posts like IAS, IPS, IFS, etc.

After clearing JEE Mains Entrance examination , candidate will be eligible for getting admission in any college or in any state because it is National level entrance exam.

To be eligible for UP Neet 85 state reservation you need to fulfill any of the below mentioned criteria:

The candidate is a native of the state and their father is a Resident of the state of UP.
-
Candidates whose parent/s have lived in the state of UP for a minimum of 3 years.
-
Candidates whose parent/s are working with the Govt. of India.
-
Candidates who have passed X and XII from the state of UP, are not required to furnish domicile certificate.
-
If the candidates have passed either X or XII from the state of UP, they would be required to furnish UP residence proof of their parent/s.
So if you have domicile/ birth certificate from the state, then you are definitely eligible for the reservation.

With this rank and percentile score, the chances for you to get a seat in Bams colleges in Uttar Pradesh are low to decent. you might get seat in 2nd or third round...but it's stilll a prediction aas the cutoff may vary and it keeps varying every year. It depends on several factors like difficulty level of the paper, number of aspirants appearing for examination etc.

As your question is for UP NEET UG counselling so let me tell you that as per the information brochure released by DGME Lucknow if the seat is allotted to any candidate in round 1st then he/she has to compulsorily join the seat but if you do not join then your security money that you have deposited during registration for counselling will be forfeited and if you want to take part in round 2nd of counselling then again you will have to pay the complete security money.
So the circumstances that you have mentioned, if you cannot join the allotted seat then you can leave it and your security money will be forfeited only there will be no ban or any such restriction on you, you can definitely appear for NEET UG next year again and can get admission.
